I know that it is recommended to keep a ukulele in a hard case with some type of humidifier during cold weather when humidity levels in our homes drop. But quite a few of the fairly high end ukuleles come in well-padded gig bags rather than hard cases. Would the little humidifiers that are used in the hard cases be just as effective in those bags?

Ditto what Karen said. The soft cases will absorb some of what the humidifier puts out so you might need to top it up or replace it more often.
I have both kinds of cases/bags. I find I have to change the Boveda packs more often in the gig bags than in the hard cases. Note that some hard cases are made of wood, so you’d have to check those more often than one made of Kevalar or other manmade product. When the Bovenda pack starts to harden, and not feel squishy, then it’s time to replace it. I see you’re in Minnesota. I’m north of you in Manitoba. Our climates are similar.
